Position Objectives
This entails overall responsibility for the effective, and efficient management of technical aspects of Norwegian Red Cross (NorCross) supported Access to Health and WASH projects in Merged Districts of Khyber Pakhtunkhwa. He/ She will work closely with the PRCS PHQ, NHQ, NorCross and district teams to ensure smooth, efficient, timely and quality implementation of the projects. The position will also be the PRCS focal point between NHQ, PHQ & NorCross technical reporting, monitoring & follow up of the projects in alignment with project plans, budgets and Plans of Action.
Specific Duties, Responsibilities, and Accountabilitie
- Serves as the technical program lead at PRCS PHQ leading the overall responsible body for ensuring the effective and quality implementation of Norcross Health, Emergency WASH, CASH and Climate and health projects and to ensure compliance with project agreements between PRCS and NorCross.
- Regular visits and closely monitoring of the quality and implementation of the PHQ and field level activities, providing advice/guidance to project staff on possible solutions to problems as they arise. The position will require extensive travel and frequent field visits to Merged Areas.
- Support Program manager in Developing Budget, PoAs, monitoring plans, work hours for project staff, budgets and expenditures.Support program manager in ensuring project/program expenses made are in accordance with approved budget and prepares and shares quarterly budget analysis with PHQ, NHQ and NorCross (in cooperation with Finance Manager).
- Organizes, attends and participates in relevant stakeholder meetings (e.g. with Red Cross Movement partners and local authorities).
- Ensures the performance of team members at all tiers with an approach of delivery, trigger mechanism and execution of outputs as compared to set objectives and timelines of implementation and reporting, and timely identifying challenges and suggesting solutions as appropriate.
- Develops and monitors the project management calendar for fulfilling each project goals, objectives and detailed deliverables.
- Ensures the effective coordination, planning, implementation, monitoring and evaluation of project activities in accordance with work plans.
- Ensures close monitoring and reporting of project risks and mitigation strategies within the risk management log shared with PHQ, NHQ and NorCross.
- Tracks project performance to timely ensure the successful completion of short and long-term project/program goals.
- Meets the budgetary objectives set and proactively address project constraints based on financial analysis.
- Ensures donor reporting, information sharing, and other requirements are communicated and received by relevant project staff and NHQ and NorCross.
- Participates in all PRCS Coordination and Planning and Review meetings (monthly, quarterly, annually) and support in organizing project specific planning and review meetings.
- Develops and maintains good liaison with governmental authorities, donors, Humanitarian Country Team, non-governmental organizations (NGOs), private sector and civil society organizations, with the aim of coordinating and promoting /project activities.
- Flexibility to travel into the fields to conduct monitoring & other related tasks
- Support the Program Manager in collecting, filing and submission of required project documentation, and presentation of best practices and lesson learned shared with NHQ and NorCross.
- Any other duty assigned by the PRCS PHQ Senior Management (that does not affect the implementation of the NorCross projects).
- Ensure checks on pharmacies in PRCS Provincial Chapter. Health Facilities and completion of all related modalities in this regard. Maintain up-to-date record of medicine consumption in PRCS Health Facilities.
- Responsible to arrange Refresher Trainings for Medical and Para-Medical staff on regular intervals to update their knowledge and skills. Also provide on job training to the staff
- Responsible for conducting Yearly Appraisals of Health Staff (if any) and submission ahead accordingly
- Trouble shoots technical issues and challenges related to project implementation.
- Provides technical support to project staff on quality implementation and monitoring of projects.
Education
Minimum Academic qualification is MBBS with valid PMDC registration
MPH from HEC recognized university along with MBSS will be an added value
Experience
4 – 6 years of professional working experience in handling of developmental and humanitarian related programs/projects with specific focus on Health and Emergency WASH, CASH and Voucher, Climate and health and CBS.
Experience in project management mainly in the field of Health, WASH, DRR, Youth and Gender.
Preference will be given to candidates with experience from Health and WASH related programs/projects.
Experience with Gender, Diversity, Inclusion and Protection components will be considered as an asset.
Working Experience in Merged Districts will be an added value.
Skills/Knowledge
- Management and technical skills on development of SoPs, guidelines, project plans, budgets etc.
- Excellent planning and organizational skills.
- Fluency in spoken and written English.
- Certification in Project Management would be an added value.
- Good Command over Microsoft Office (word, excel & power point).
- Strong monitoring, evaluation, reporting and analytical skills would be required.

2. Assistant Land Management Officer
Technical Knowledge of Land Acquisition Act 1894 (from start to finish).
Experience of land acquisition/hiring management through Private Negotiations.
Expert in Interpretation of Landownership Records (moza, khewat, khatooni, khasra, akks/ maasavi/ shajra/ latha, register fard jamabandi, girdawari, qabzul osool, abadi deh etc.).
Preparation of land payments, onetime compensations (OTC), pay order issuance, revalidation, conversion to cash etc.
Contribute in preparation of CAPEX/OPEX Budget, cost analysis, planned Vs actual utilized and forecast.
Payment reconciliation/internal auditing, record keeping, review and correction in ledgers.
Database management (CMIS/MISLR, Maximo, internal DBS).
Provide data for sanction compliance/OFAC management
Provide validated inputs for TCM/OCM/FCM w.r.t land management
EDUCATION AND SKILL SET
- Command on Microsoft Office (especially MS Excel).
- Interpersonal communication & negotiation skills, project management techniques.
- Effective Stakeholder Management and Situational Analysis
- Project Auditing and Technical Report Writing Skills
- Master Degree in Social Sciences/ Qualified Patwar Course would be additional benefit
- Relevant experience in Govt. Revenue Dept. is an added advantage
- Expert Level Computer Skills (Command on MS Office – especially on Excel from data entry to application of formulas, data analysis, data comparison, data duplication, Vlookup, data validation).
